Honorary Cyprus Naturalization for reasons of public interest: Legal Framework and Procedure

Honorary Cyprus citizenship is an exceptional form of naturalization granted only in rare cases where the public interest of the Republic of Cyprus justifies such recognition.

It is reserved for individuals whose achievements or services are considered to be of outstanding importance to the Republic. The granting of citizenship is a discretionary decision taken exclusively by the Council of Ministers.

Legal Basis

Honorary naturalization is governed by Article 111A of the Civil Registry Law (L.141(I)/2002), as amended, together with the relevant Regulations on Honorary Naturalization for Reasons of Public Interest.

Under this framework:

  • Residence in Cyprus is not required
  • Citizenship may be granted only in exceptional circumstances
  • Each case is assessed individually based on public interest considerations

Eligible Categories

Honorary naturalization may be considered for the following categories of individuals, upon recommendation of the relevant competent authority:

a. Diplomatic and international contributors

Individuals who have provided high-level services to the Republic of Cyprus in international or diplomatic relations (Ministry of Foreign Affairs).

b. Academics and scientists

Researchers or scientists with long-term academic activity or significant scientific contributions related to Cyprus (Cyprus Academy of Sciences and Arts).

c. Arts and culture professionals

Individuals who have made exceptional contributions to the cultural and artistic development of Cyprus (Ministry of Education, Culture, Sports and Youth).

d. Athletes

Individuals who have represented Cyprus at national level sports teams (Cyprus Sports Organisation).

e. Senior clergy

High-ranking members of the clergy of recognised religious groups in Cyprus, upon request of the relevant representatives in the House of Representatives. The Council of Ministers holds exclusive authority to approve or reject honorary naturalization applications.

The process is highly discretionary, and eligibility alone does not guarantee approval.

Rights Granted

Once granted, honorary citizenship confers:

  • Full Cypriot citizenship rights and obligations
  • European Union citizenship, including the right to:
  • Live and work in EU Member States
  • Freely move within the EU
  • Access EU treaty protections and rights
