In recent years Cyprus has been recognized as one of the top destinations for foreign investment due to its rapid economic recovery, favourable business environment, and positive economic outlook.
Cyprus offers a friendly environment to foreigners interested in establishing business on the island. Foreign investors have the opportunity of participating in almost all sectors of the economy, with equity participation of up to 100% in any Cypriot enterprise, without a minimum level of capital investment.
The Republic of Cyprus does not currently have a mandatory foreign investment screening mechanism that grants approval to foreign direct investment other than sector-specific licenses granted by relevant ministries. However, the government is currently drafting legislation in line with EU regulation, to establish an investment screening mechanism under the Ministry of Finance.

Cyprus is currently experiencing significant growth in foreign direct investment, which in 2023 exceeded €3.5 billion, while key sectors such as information technology, professional services, renewable energy, agricultural technology, tourism, light industry and educations offer “exciting opportunities for investors”.
Countries such as the UK, the USA, Ireland, Israel and Lebanon have significantly expanded their participation, reflecting the growing confidence in Cyprus as a prime investment destination.
The government’s commitment to economic diversification, enhanced regulatory frameworks, and the promotion of sectors like renewable energy present unique opportunities for foreign investors. Initiatives aimed at strengthening international relations, particularly within the EU and neighbouring countries, can fortify Cyprus’s position as a competitive FDI destination.
Prominent role in enhancing sustainable growth shall also play the digital transformation of the country, aiming to streamline procedures and enhance competiveness. With such digital transformation, bureaucracy is minimised/abolished as applications are submitted electronically, saving time for both businesses and people. The “Digital Citizen” platform, a new platform that allows the electronic issuance and secure storage of official documents is a crucial step towards the country’s digital transformation, creating a modern, user-friendly and efficient state. Likewise, as the President of Cyprus recently stated, “the platform represents an important step toward streamlining administrative procedures and providing a better service to Cypriot citizens”.
